The notion that underlies the nucleolus is that of excess: the excess of a coalition at a vector x in ℝ is the difference between the worth of the coalition and the total amount that the members of the coalition receive according to x.

The main mechanism of Freeland's DAO, is the "Nucleolus Synchroniser". A program that can be integrated in every Metapolis under Freeland's jurisdiction. This application will be similar to Instagram, but instead of Food, users must make proposal posts, in video format or text, as they wish. Other users will be able to vote Yes, No, or delegate ther vote to some one who will be able to vote. To make the proposal pass, the % of agreement must be superior to 80%, as in 80/20 rule.
